Easy, owner doesn't play and lack of training for an inactive team is a minor penalty given the player's age. No one still explained why, after winning a tittle, first 4-5 games next season your team plays like crap. But you are correct, this is frustrating too.
@ufhcs - Sorry for somewhat later reply (as several others). Past 2 months were mixed with annual vacation and hard work periods around it.
No, every skill potentially can be trained at the same pace except in these two cases: 1. some skill is maxed out for some player, he reached his max potential for that skill. 2. Skill ig getting very high, so it becomes somewhat harder to train fast. Especially if it's extremely high.
Simply, when player is found, he has hidden potentials from everyone , for example: composure 48, marking 56, Tackling 45... Those potentials never get lower during player's career.
Players have the same development rate in both development stages, but of course based on everything I wrote above, if the player until the 2nd stage train some skill to be pretty or very high, it can happen that it becomes harder to train at the fastest rate. Also, if some skill reaches its potential, it won't be possible to train it anymore (0 progress).
If I remember well, early starts at 18 or 19, normal at 20 or 21 and late at 22 or 23. All laststs from exact 3 seasons (3x 56 days).
@Goemon - We added two small penalties for teams without active owners, depending on inactivity duration. Statistically and by observation, it's easier to beat Sim FC or the Team with Inactive Manager, especially based on large sample.
Over time, Manager teams will become too strong for Sim FCs (some already getting there and almost regularly beat them), but until then we will try to execute promotion camping to avoid having only one or few active teams per Nation/Region. These factors will meet-up in the near future.
@Wallace, @Kiwi - There is no such a thing in settings or match engine. By simple checking most leagues where pretty active Manager win the title in last season, we can see that most of them are at the 1st place after 7 matches this season or at least in top 3 or top 5. Just few had a bad start.
Statistically looking, those champions are champions not because they win every single match in past season, but because they performed well in a 30 matches run. There were dominant periods for those teams an weak runs, simply some of them experience weak run early. That's how I look and how I can try to explain my view on that.
Also, there were retirements, transfers, signings, new Sim FCs are generated etc. all of that can affect different order in a new season.

Now becomes tough, because many teams got built to be noticeably stronger than Sim FCs and loses from Sim FCs happen less frequently, but when it happens, it hurts more than ever before 🙄
@Goemon - Managers keep his team until it stays with less than minimum number of players due to retirements, if te extra team expires or ig the team is banned. If Manager decides to join the game after some time, he is allowed to do so.
Btw, the better players that inactive Manager has in his team, the higher is penalty they will receive.
It's up to us to become noticeably better than they are, as they are not improving in any way. Just stagnating, losing quality or getting inactivity penalties.

My team Nordkysten win last season league with 6 or 7 games left, but is struggling in this season to be on top on a league almost full of SIMs.
